From 01.01.2015, organizations and individuals that transports passengers, baggage, baggage along fixed routes across the border to be paid directly or by mail a document to the Inland Waterway Administration VN (if this port of call by the Department of Management) or VN Maritime Administration (if the Maritime Bureau VN management).
Documents including 6 papers: the registration of cross-border train operations, contracts with unit trains departing port, certified business papers and registration, registration of vehicles, registration of quality care services, mining history and troubleshooting plan of the ship, the agreement of national authorities where vessels operate receiving consent.
For transport under consignment contracts and non-commercial transport, application or procedure Registration not required quality of service and agreement of the national government where the receiving ship. The file is sent to the Department of Transport (if the port by the Department of Management) or port authorities (if managed by the Port Authority). The two agencies will consult relevant authorities (eg Inland Waterway Administration VN if the journey on national waterways). Within 7 working days, if not the additional records, the Department of Transportation or port authorities will have the written approval or denial.
Notably, vessels must meet the national standards for high-speed ships, to prevent pollution caused by inland waterway vessels, marine pollution and to be equipped with automatic identification equipment (AIS) Minimum level B. This device must be connected to the control system of the regional port authorities.
It is prescribed in Circular No. 66/2014 / TT-BGTVT of MOT regulations on transport of passengers, baggage, baggage by high speed train between the ports and in the inland VN and across borders, with effect from 01.01.2015.
Inland Waterway Administration VN is responsible to guide enterprises to implement these procedures in the mining process. Unit operators are obliged to publish information on quality of transport service on its website or listed at places selling tickets to passengers before going vessels.
